Position Summary
The Office of IT Infrastructure Services is seeking an Infrastructure Project Manager. This is a full-time (1.0 FTE) 12-month, fixed term professional faculty position. Reappointment is at the discretion of the Director.

As a division within Oregon State University, Information Services shares and supports the University’s mission by assisting the University to extend all programs, teachings, research and communication throughout the world. The services provided by the Information Services units, including Academic Technology, Enterprise Computing, Infrastructure and Operations, Web and Mobile Services, and the Office of Information Security, assist the University community by facilitating transmission of knowledge and expertise to its members, thereby enhancing their ability to be productive, valued, and esteemed members of the University community, serving the State of Oregon.

Services are provided to students, faculty, and staff for curricular, research, intellectual, and administrative activities and needs, as well as to the wider Oregon higher education and government community. There are approximately 150 faculty and classified employees in Information Services, as well as 150 FTE student positions. Information Services administers a total budget of $28+ million.

Infrastructure and Operations provides campus services such as networking, telecommunications, identity and access management, on premise and cloud infrastructure, endpoint management, email, enterprise cloud (SaaS) services, and end user support. There are approximately 80 faculty and classified employees in Infrastructure and Operations.

Reporting to the Director of Identity and Infrastructure, the Infrastructure Project Manager provides project management expertise to all of the Infrastructure and Operations organization. The Infrastructure
Project Manager is responsible for managing several concurrent high visibility projects across multiple functional areas. He or she provides leadership and planning to assure that projects are effectively delivered to meet the needs of Oregon State University. The Infrastructure Project Manager leads projects and initiatives from conception through completion. He or she collaborates with other project managers in Information Services and works to train Infrastructure and Operations personnel on project management tools and techniques.

Position Duties
75% PROJECT MANAGEMENT AND LEADERSHIP
Provides project management for medium to large projects, including some high profile projects. Uses judgment to determine the project management approach and tools suitable to achieve stated project goals. Defines project scope, performs business analysis, and develops project objectives, plans, requirements, schedules, and budgets. Monitors project status and adherence to schedules, requirements, and deadlines. Measures results and makes adjustments as necessary.

Assembles project team, creates work assignments, and directs and coordinates activities. Manages individuals and teams to successfully deliver projects.

Ensures stakeholder’s needs are met. Builds and maintains excellent working relationships with customers and sponsors. Communicates project progress across all levels of an organization, including project team, sponsors, stakeholders, and IT leadership.

Assists in the negotiation of vendor contracts. Manages vendor relationships.

15% ORGANIZATIONAL DEVELOPMENT
Leads in the development and improvement of processes and tools for project management in IS Infrastructure and Operations including development of training materials and training staff. Develop staff by actively coaching on strategies for improvement. Participates in Information Services project management and process improvement initiatives.

10% PROFESSIONAL DEVELOPMENT
Communicates with professionals both internal and external to the University through membership in professional organizations and/or collaborative efforts with colleagues.

Develop and manage strong regional and national partnerships on project management topics specific to Higher Education.

Minimum/Required Qualifications
Bachelor’s degree in computer science, engineering, management information systems, or a related technical field, or an equivalent combination of experience and training.

4 years of progressive project management experience in a technology focused role.

Excellent verbal, written and presentation communication skills.

Ability to motivate and manage individuals and teams to deliver successfully on projects with no direct supervisory relationship.

Demonstrated ability to work independently with minimal supervision.

Strong decision making skills, including ability to set priorities and manage multiple projects and deadlines.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OAR 576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months.

Preferred (Special) Qualifications
Experience using Agile methodologies with enterprise scale non-software development projects

One or more related certifications such as Project Management Professional (PMP), Agile Certified Practitioner (ACP), Certified Scrum Master (CSM).

Experience leading implementation of enterprise cloud (SaaS) services, such as email or productivity tools.

Experience with vendor and contract negotiation.
