ODOT Major Projects Unit analyzes and resolves policy implications for new, often complex and controversial, ODOT programs. We are recruiting for a value pricing feasibility analysis project manager to oversee the development of highway projects from concept to completion. Value pricing, also known as congestion or peak-period pricing, is a type of tolling in which a higher price is set for driving on a road when demand is greater. The goal is to reduce congestion and provide more reliable travel times for paying users. The person in this position will make recommendations for business line improvements and will direct project scope, timelines, funding, priorities, and expectations.

Additional Details:
This is a limited duration appointment that is expected to last for up to 18 months. Limited duration appointments are benefits eligible and have a designated maximum length of service.

Duties & Responsibilities
Initiate, direct, and manage complex projects.
Lead a highly collaborative team.
Address and resolve emerging technical, political or public engagement issues.
Deliver presentations to the agency, partners, the public, and the media.
Coordinate the production of reader-friendly documents.
Develop and manage work plans and project budgets.
Oversee consultant scope, schedule and budget and ensure quality of work.
Monitor, ensure, and document environmental compliance.
Identify organizational and project risks.
Provide orientation, training, coaching, and mentoring.
Qualifications, Required & Requested Skills
Minimum Qualifications:
Seven years of professional project management experience that included leading and managing discrete projects from initiation and planning through closure and evaluation.

A bachelor's degree in business administration, management, public administration or a closely related field may substitute for three years of the experience. An advanced degree may substitute for an additional year of experience.

Possession of an Oregon Project Management Associate Certification or Project Management Professional Certification awarded by the Project Management Institute is desirable.
